此声明源起于今年2月爆料的ETS英语考试作弊的丑闻，英国政府已经取消使用ETS颁发的英语考试证书(托福考试为其一)申请英国签证的认可，但是这场对于考试作弊丑闻的调查还远没有结束。直接作为这次丑闻的余波，这份声明开启了英国政府为捍卫教育声誉而对不合格院校进行的大规模审查与处罚运动。包括几年前英国政府取消伦敦都市大学(London Metropolitan University)招生国际学生的资质，英国政府一直以来一般只对单个学校进行有保留地警告和处罚，像这次在一天之内同时对60所学校“动手”，还是历史首次。

取消和暂停这些学校招收国际学生资格的直接原因是：这些学校录取了大批在ETS英语考试中作弊的学生。使用“假成绩”申请入学，学生的语言水平和留学动机必然值得怀疑，而学校对此的纵容，自然免不了走上英国政府“黑名单”的命运。而其中的其他原因，还包括学生大量参与非法工作，比如声明中提到的私立大学-伦敦商业与金融学院(London School of Business andFinance)，私立大学作为担保人为学生提供签证，学生本完全不具备在英国工作的权利，但是却发现学校多达290名注册的学生在英国工作与纳税，有的竟每周工作长达60小时，并已达半年之久。

而且更进一步的调查表示，很多伦敦学校更普遍潜藏此类问题，尤其是主体设立在伦敦之外，但是在伦敦开设有校区的私立学校，将是英国政府下一步调查的主要方向。从这样的举动不难发现，很多英国本土私立学校在留学的外衣下充当了移民的渡船。而这是一向捍卫英国教育美誉的英国政府所不能容忍的，所以此次出人意料爆发的大规模处罚，表明了英国政府捍卫教育声誉和保护本土环境的坚定态度。
作为这次被暂停招生国际学生的院校，在接受深入的调查前，不能再担保新的签证，或者已经发出的担保也不能用来签证。而被取消资质的学校，则丧失了作为Highly Trusted Sponsor(高信任担保人)的资质，无法继续招收国际学生，在读的国际学生也需要在60天之内转学，而再次申请招收国际学生的资质需要数年。本次受处罚的60所学校中，私立院校占了58所，私立学校自负盈亏，国际学生作为私立学校的主要经济来源，失去这个资质可以说是对这一类学校从学校声誉和经济利益上的一次严重打击，在其可预见的未来里，会遭遇很多困难。
择校建议：公立院校比私校更可靠
英国政府为了维护英国教育口碑，为国际学生创造良好的就学环境，除了本次的大规模处罚，签证政策上也一直在不断完善，比如规范学生签证的雅思成绩，增加签证面谈的环节，严格审查院校出具CAS的质量等等。而对真正想留学英国的学生，英国教育的每次改革都体现了其欢迎和真诚的态度。同时，也要求学生在择校时需要仔细了解所申请学校是否具备Highly Trusted Sponsor(高信任担保人)资质，关注学校是否有来自政府的背景，和是否能够得到来自政府的政策与财政资金支持。与缺少财政支持和政府监管的私立学院相比，在英国，公立学院的教育会是更安全可靠的选择。
